A referendum was held in the unrecognised country of Nagorno-Karabakh on 10 December 2006 to approve a draft constitution[1] defining Nagorno-Karabakh as a sovereign state.[2] Azerbaijan has condemned the referendum, saying it is an unconstitutional attempt to damage the peace process. [3] It was also condemned by the then relevant GUAM group of Georgia, Ukraine, Azerbaijan and Moldova[4] and the European Union.[5]
According to preliminary results, 98.6% of the voters approved the new constitution, with a turnout of 87.2%.[6]
